The program's guidelines in Education * Promoting regional cooperation between organizations working in Arab countries in the field of education and achieving complementarity and coordination between their projects. * Reinforcing the efforts to extend compulsory elementary education and the efforts of all forms of literacy teaching, adult teaching and continuing education, working on increasing grants devoted to them in the next budgets, doing thorough scientific studies including different alternatives and suggesting implementation ways, financial means and organizational charts, requesting experts to help the Arab states set up local plans for literacy and adult teaching, promoting the role of local associations and media institutions in the field of literacy and adult teaching within the educational and professional process. * Extending pre-school education and working on including it in the educational structure. * Designing Arab teaching programs dealing with problem solving and devoted to youth and adults. * Developing the woman's role and improving her image in school curricula in accordance with her role as an essential partner in human development. * Reinforcing reading habits in the different social classes and adopting national and local projects in the field of reading for all. * Devoting a particular care to those having specific needs such as geniuses or mentally retarded children and working on adapting them to the normal educational processes. * Achieving cooperation between educational institutions in the Arab countries and working on unifying the learning products in the different educational stages. * Encouraging common Arab efforts to renew the two educational plans so as to achieve the necessary interaction between Arab experiences in the field of planning and also between them and the international experiences. * Adopting the concept of productive university which achieves concrete interaction with society and enables to provide university with additional financial resources to support its different activities without affecting its main tasks. * Evaluating the experiences of Arab countries in the field of open university and distance learning, defining the requirements of distance learning and open education to be met in order to carry out this type of education, and setting up its quality criteria. * Founding local bodies in charge of evaluating higher educational institutions at the state level, setting up mechanisms, criteria and standards for self and external assessment, and taking advantage from the Arab Organization's experience to suggest evaluating mechanisms - optional - at the level of the Arab world. * Attaching a particular care to education in Palestine to reinforce its ability in facing up challenges of the Zionist danger and preserve the Arab belonging of the Palestinian people. * Reinforcing and developing technical and vocational education in its different fields in accordance with the contemporary international trends and the requirements of the Arab labor market. * Undertaking to achieve the right for the Arab individual to education, equal opportunities and continuity as well as provide educational programs for all. * Setting up standards and criteria of work for private universities in the Arab world to ensure quality and work on revising them in the light of the remarks provided by the Arab states about what has been achieved so as to adjust them if it proves to be necessary and finally examine the experience of the Arab countries in this field. * Improving the education quality in the different stages, using technology in education, enhancing the educational software production needed in the teaching and learning process while setting up the technical, educational and scientific requirements to produce the educational software and define the appropriate standards to evaluate it. * Setting up a net for information technology and its resources which will be a center to coordinate branches of knowledge, unify trends, develop skills and exchange them between the Arab states and other countries. * Making the leading and outstanding educational experiments known at the Arab, Islamic and international levels and taking advantage from them. * Founding centers to discover and look after talented students in the different educational and learning fields. * Founding an Arab educational observatory to archive information, studies and leading experiments so as to be a global Arab reference for Arab educators in the different fields of studies. * Studying the possibility of founding a common body for equivalent rating degrees and scientific grades among the Arab countries. * Enhancing the roles of all non formal educational institutions particularly the family and mass media in rearing youth.
